Can I drive from Zagreb to Dubrovnik?

Yes, all the way on Croatian roads. The fastest path from Ban Jelačić Square to Dubrovnik's Pile Gate is 605 km and 7 hours 15 minutes without traffic, and it crosses the Pelješac Bridge rather than the Neum corridor. Booked as a one-way, car hire from Zagreb to Dubrovnik usually ends at Dubrovnik Airport, with no drive back. From Zagreb Airport, the usual place for collecting in Zagreb, the drive is 7 hours 20 minutes.

Most of it is motorway, starting with the A1 stretch to Split from the Lučko junction south past Zadar. The A1 carries the name "Zagreb - Split - Dubrovnik", but it does not reach Dubrovnik: the last section in service ends at the Ploče junction and the Karamatići toll plaza near Ploče, and in June 2026 the stretch towards Dubrovnik was still at a preliminary consultation ahead of a tender. From there state roads take you south.

Do I have to cross the Bosnian border (Neum) on the way?

No. Since the Pelješac Bridge opened to traffic on 26 July 2022, you can reach Dubrovnik without leaving Croatia. The bridge route leaves the coast road at Duboka, crosses the 2,404 m bridge to the Pelješac peninsula, and continues on new roads past Ston towards Doli, where it rejoins the road to Dubrovnik. The bridge is free to cross.

The old coast road through Neum is still open. It crosses about 9 km of Bosnia and Herzegovina, with a border crossing at each end, Klek/Neum 1 and Zaton Doli/Neum 2. Through Neum the drive from Zagreb is 7 hours 15 minutes over 600 km; kept on the bridge route it is 7 hours 15 minutes over 605 km.

Can I take a rental car through the Neum border?

Only with permission. The rental conditions require permission for any trip outside Croatia, and Neum is outside Croatia: the cross-border option is added during booking, for a fee, and the permission is arranged by email with the booking partner's help desk, or take the Pelješac Bridge route.

Croatia's crossings into Bosnia and Herzegovina are external Schengen borders: every traveller is checked on entry and on exit, together with the vehicle, EU citizens included. Non-EU nationals on a short stay are also registered in the EU Entry/Exit System, fully operational since 10 April 2026. A Croatian-registered car needs no green card for Bosnia and Herzegovina, whose insurance bureau accepts Croatian plates as proof of insurance.

How long does the drive take, and is it sensible in one go?

The drive is 7 hours 15 minutes without traffic or stops. In 2025 the A1's average daily traffic was 47,984 in August against 11,533 in January. Split is 4 hours 35 minutes from Zagreb without traffic and Makarska 5 hours 5 minutes, so either makes an overnight stop that splits the drive into two days.

The bora, a gusty wind off the mountains, has closed the A1 between the Sveti Rok and Posedarje junctions, and HAK and Hrvatske ceste publish those closures. And until the barrier-free system starts, the A1's toll ticket, taken at the entry plaza near Zagreb and handed in at the exit near Ploče, costs double the longest-route toll if it is lost.

Rental conditions on the long drive

Tolls, fuel, parking and fines are the renter's to pay. The fuel level on return matches the level at pick-up. The hire car's insurance has limits too: under the standard cover, the wheels, the undercarriage, the windscreen and the interior are excluded, and the cover requires immediate notice to the rental agent and a police report after an insured event, unless the agent agrees otherwise.

Arriving in Dubrovnik by car

The Old Town area has its own traffic rule. From 1 March to 30 November the City of Dubrovnik runs a special traffic regime zone around the Old Town, covering the districts of Grad, Pile-Kono and Ploče iza Grada, and only authorised vehicles may enter it. A hire car may enter with a prepaid, reserved space in one of the two public car parks inside the zone, below the cable car or at Pile, or with registered parking at accommodation inside it. Otherwise park outside the zone, for example in Gruž, and take the city bus to the Old Town.

Rental cars are not exempt: offences with rental cars are fined under a separate city regulation, and rental companies must pass the driver's details to the city within 3 days. Enforcement is by camera.

A one-way saves driving the 605 km back. For 5 October to 19 October 2026, 51 cars were offered for that pair, and the typical drop-off charge was €125, already inside the price shown.
